To All Customers of Jersey County Rural Water Company, Incorporated:

To comply with Environmental Protection Agency Cross Connection Control Program and the State Of Illinois regulations and plumbing codes, Jersey County Rural Water Company will be installing dual check valves on all meter yokes throughout the water distribution system, effectively eliminating the risk of any heated water from the customer’s line back-feeding through the meter into the water distribution system.

When water heats, as in water heaters and boilers, it creates thermal expansion. Because the dual check valves we will be installing will not allow this expansion to feed back into the water distribution system, the customer will be REQUIRED to install a thermal expansion tank above the water heater to allow for this expansion. Failure to install this thermal expansion tank may cause the pop-off valve on the water heater to expel hot water at times when expansion occurs. In the event of failure of the pop-off valve, the water heater or boiler could burst or explode. The only approved methods that allow for thermal expansion are the REQUIRED thermal expansion tank above the water heater or, if water pressure is below 80 pounds per square inch, a Watts Governor 80 toilet valve which releases the expansion into the rear toilet tank. The thermal expansion tank is the recommended option as the Watts Governor 80 can be noisy and unpredictable with varying pressures. The cost of a thermal expansion tank is around $40.00 and can be purchased at any plumbing or hardware store. Literature on thermal expansion is enclosed with this letter.

Jersey County Rural Water Company is allotting a six-month time frame to allow our customers to install the thermal expansion tanks prior to dual check valves being placed on the meter yokes. Newer homes probably are compliant with the expansion tank already installed. If you have questions about whether you have the thermal expansion tank installed above your water heater, or need to have it installed, you may need to contact a qualified plumber.

December 31, 2010, Jersey County Rural Water Company will begin installing dual check valves throughout the distribution system in meter yokes that do not already have them. After December 31, 2010 Jersey County Rural Water Company will NOT BE RESPONSIBLE for any damages caused to homes, businesses or other customer facilities due to thermal expansion.
